NEW OFFICERS ELECTED AT GENERAL MEETING
Mary Brammer was elected to serve as the new chair of the CHNA Board in April when nearly 50 neighbors, guests and city officials gathered for refreshments and a silent auction at the annual general meeting at the Hearst Center for the Arts.
New members elected to serve on the CHNA Board include Daryl Anderson, Jill Lankford and Mike Prophet. They will join Kate McElligatt, Lynn Nielsen, Jana Nelson, Jeanette Winegarden and Brammer to comprise the Board managing our Neighborhood Association for this new term.
City officials at the meeting included newly elected City Council members Susan deBuhr and Dave Wieland, along with Councilman Bob Murphy, Mayor Jon Crews and the City's Planning & Zoning Commission chair, Bob Kressig.
Special piano music by Lynn Nielsen heightened the pleasant ambience for the evening gathering.
For those neighbors troubled by unwanted "residential bats," 8 year old Danielle Snowden had just the solution . As a class project she explained that Seerley Park would be the May 1st site for a scientific explanation of bat behavior and benefits, along with materials and instructions for building bat houses.
Sue Doody was the high bidder who took home the John Page limited edition print made available by CHNA for members' purchase.

Chairman's Report
The 2004-05 CHNA Board is up and running. We gathered together on June 12th for a goal setting session. The association "Vision Statement" directs us to address issues related to the quality of life in the neighborhood. The 2003-04 initiatives and the results of the recent membership survey provide us with a good roadmap. The neighborhood is a composite of many groups: residential, commercial and educational. We've started the process of addressing both short- and long-term goals in all three of these areas and are "planning for success."
I was particularly happy to see individuals coming forward with great ideas and volunteering where they feel they can contribute to the association's success. Look for us in the next few months at the Arts Festival, our annual picnic, and UNI Homecoming. We will be involved in the focus group discussions concerning the College Hill Streetscape Study that the city is funding. We are also hoping to be involved in the development of the proposed site-plan for a cell tower behind Tony's.
We now have the Planning Department's completed density study, and we hope to better understand the demographics of the neighborhood. This information will be used to verify that all rental housing in the "overlay" has been inspected for safety. We are looking at zoning issues and have been assured by the Developmental Services Department that the College Hill Overlay Ordinance will be reviewed this year.
We have struggled in the past to determine our place in the political process as a non-profit 501C3 organization. With the proposed review and revision of our by-laws, we will be establishing a new committee within the association to function in a non-partisan manner as a political lobby to further our works and concerns.
We are excited and challenged by the future. We look forward to your input and involvement in this process. Please contact any of the Board members with your ideas.

CREEK CLEAN-UP A SUCCESS
Jill Lankford came to the CHNA Board in April to tell of a project her daughter's girl scout troop was planning and to ask for assistance from the CHNA. The troop wanted to clean up the debris along Dry Run Creek from Hudson Road to Main Street. Many people had noticed how bad the banks of the creek looked and were glad to add enthusiasm to the event.
Jill had one of the girls draw a sign, then reproduced by Signs and Design, that was hung on the College Street bridge a few days before the clean-up. On a Saturday morning, people congregated, equipped with rubber gloves and waterproof boots.
Tom Reisetter and Lynn Nielsen provided trucks to haul away the waste. In less than two hours, over 500 pounds of debris-mostly paper, plastic and styrofoam-were gathered. KwikStar showed their appreciation by providing coffee and donuts. City Council member Kamyar Enshayan joined in this collaborative effort, as well.
The board hopes to make this an annual event. The next clean-up project will be Sunday, October 10, when the area immediately around campus will the focus right after UNI's Homecoming. CHNA RECLAIMS FLOWERBED
Hugh Petterson, one of our many neighbors on Seerley Boulevard, was concerned about the loss of two crabapple trees on that historic street. We were pleased to be able to tell Hugh that Mark Ripplinger of the Parks Department assured us the city was in the process of replacing them. Hugh was also able to give the association some interesting history concerning the small flowerbed at the eastern tip of the boulevard.
Frances Crouter, one of the founders of CHNA, after requesting the space from the city, planted the original bed. Over the years, another association member, Carl Wehner, had assisted with watering and tending the garden that Frances had begun. When the flowerbed got dry, he would hook it up at College Hill Lutheran Church and run it across the street to routinely water it. Time and health concerns have prevented Carl from continuing this wonderful volunteer effort and the bed had fallen into disrepair.
In an attempt to symbolize, even in a small way, that this neighborhood is worth the effort, the garden has been weeded and this time honored flowerbed has been replanted. Del Banowetz from Iowa-Gro Compost donated some of his wonderful compost (www.enviroone.com) to the project after noticing it as he drove by during a neighborhood clean up.

2004 CHNA PICNIC IS COMING SOON
The College Hill Neighborhood Association is once again planning its annual summer picnic for Tuesday, August 24 in Seerley Park. The picnic will start at 5:30 p.m. and last until everyone is full and all have had a chance to catch up on neighborhood news. Again this year, the association will be providing grilled hamburgers and hot dogs, along with ice cold lemonade. Paper plates and plastic utensils will also be provided. All you are asked to bring is a side dish or dessert and be prepared to have a great time. The Hearst Center for the Arts has been generous enough to ask the California Street Saxophone Quartet to entertain you. Face painters will also be present for the children. Bring your lawn chairs and blankets-along with an appetite-and we will see you there!

Cell Tower in Parking Lot J
As many neighborhood residents know, the CHNA initiated a News Alert system to help keep members and other interested people informed of current issues relevant to the neighborhood. We have identified over 80 e-mail addresses to start this notification. The News Alert System was initiated in May when six required site plans appeared on the agenda items sometime the week prior to the next Cedar Falls Planning and Zoning Commission's Monday meeting. The time frame makes it difficult to get member input.
The site plan that the CHNA addressed with the commission in their sub-committee meeting was the request by U.S. Cellular to place a freestanding 120-foot monopole telecommunications tower with an accessory underground structure in the parking lot at the corner of 22nd Street and Olive Street. The association spoke against the plan for many reasons: 1) it was inappropriate in this small commercial area; 2) aesthetics; 3) safety concerns; 4) legal and historical precedence; 5) failure of U.S. Cellular to explore other options; 6) need to wait for the streetscape study; and 7) the small dollar return on the proposed 30-year lease. The commission voted 3 to 5 to recommend denial of the site plan to the City Council.
The City Council considered the issue at their May 24th meeting. Once again, the CHNA recommended denial of the request. Along with the previously cited concerns, association members pointed out that the Cell Tower Ordinance requires fencing and accompanying screening which the plan did not include. The Council voted to approve Parking Lot J as an acceptable site for a proposed U.S. Cellular tower, subject to future approval of a lease agreement, as well as approval of a specific site plan. The motion carried 4 to 2.
The CHNA Board was pleased that the Planning and Zoning Commission heard their concerns, and thank council members Wieland and Enshayan for supporting their efforts. The board will once again notify members when the Council considers the lease agreement and the proposed site plan.
