College Hill Neighborhood Association Board Meeting 3-7-03

Attending:  Loree Rackstraw, Mary Brammer, Sue Doody, John  Johnson, David
Glenn-Burnes, Kate McElligatt, Tom Reisetter

Absent:  Aaron Hawbaker, Jim Miller, Derek Cook, Rose Lorenz

The minutes were approved as written (corrected one typo).  Mary gave the
Treasurer’s report.  Jim Miller has been reimbursed for the cost of
printing the leaflets (partial cost).  Kate submitted a bill for the cover
letter to the landlords.  Our current balance is $4092.  We have one new
member, the Catholic Student Center.  Mary is looking into the cost of
making a calendar or postcards that could be sold at the College Hill Arts
Festival, as well as whether this is permissible.

The date for the next membership meeting was chosen :  Thursday, April 24
to be held at St. Stephens (this will be confirmed) at 6:30 p.m.  There
will be refreshments at 6:30 and a meeting at 7:00.

Any articles for the newsletter need to be sent to Tom Ogilvie immediately.

Sue will take extra copies of the newsletter and membership forms when she
speaks to the realtors.

The creation of a Board position with the responsibility of newsletter
editor was discussed.  This could also be combined with the position of
“web page editor”.

The Initiative A report was passed out and discussed.  A has accomplished
several of its goals and needs new activities.  Only two members attended
the last meeting so no decisions were made.  There was a brief discussion
of the viability of the initiative structure and overlapping issues.  This
needs to be discussed further at the next Board Meeting.  Mayor Crews has
asked us to be on the lookout for either empty lots or homes in need of
rehabilitation in the Overlay that Habitat for Humanity might access.
David will contact Habitat to see if they have a letter that could be sent
to property owners asking them to consider donating their property.

Initiative B reported that Sue and Nadene Davidson (Lab School Director)
will be speaking to the realtors.

Initiative C reported that the junk/brush leaflets have been distributed
to 4 out of 5 areas in the Overlay by the Boy Scouts.  This was done
during a blizzard so the Board discussed ways of thanking the boys. Kate
will get in touch with their leader, Kevin Engels, and the group decided
to spend up to $30 on treats for their next meeting. Price Lab School
students helped with folding and addressing.   Mary Brammer agreed to
distribute the leaflets in the remaining area.  Bill Waack has volunteered
to help with this.  We probably have enough volunteers to cover both the
March and April pickups.  Tom is coordinating the brush volunteers and
Sandy Sutton is coordinating the junk volunteers.  Press releases have
been sent to the papers.    A subgroup of A is working on a model
agreement between landlords and tenants that CHNA could promote.  Kate
plans to follow up the on the list of Nuisance Property Violations that
was give to the city before the next membership meeting.  Several
properties have been cleaned up.

Initiative D reported that Joe Turner is running for reelection.  We need
to set up a meeting with Joe to determine if he will support our interests
and then consider endorsing him.  Several issues were discussed including
code enforcement and the Planning and Zoning Commission.  Loree continues
to look for candidates for the at-large city council position.  She shared
a list of people she planned to contact.

Bill Waack is interested in a joint project between the Kiwanas, the Lab
School, and the CHNA.   More information is needed.  Sue will be speaking
to the Kiwanas in the near future.

Mary is interested in  compiling a list of jobs we have volunteers for.
She also has information on funds which might support a part time employee
(there are some income guidelines tied to this program).  Kate will put a
“help needed” request in the newsletter to try and find someone who is
willing to type the landlord names and addresses into a data base.

The next Board Meeting is on April 3 at St. Stephens (time need to be
clarified).
